Al-Qur'an Surah An-Nisa Verse 131
An-Nisa [4]: 131 ~ English Qur'an Word By Word and Multi Tafseer
وَلِلّٰهِ مَا فِى السَّمٰوٰتِ وَمَا فِى الْاَرْضِۗ وَلَقَدْ وَصَّيْنَا الَّذِيْنَ اُوْتُوا الْكِتٰبَ مِنْ قَبْلِكُمْ وَاِيَّاكُمْ اَنِ اتَّقُوا اللّٰهَ ۗوَاِنْ تَكْفُرُوْا فَاِنَّ لِلّٰهِ مَا فِى السَّمٰوٰتِ وَمَا فِى الْاَرْضِۗ وَكَانَ اللّٰهُ غَنِيًّا حَمِيْدًا (النساء : ٤)

- We have instructed

Transliteration:
Wa lillaahi maafis samaawaati wa maa fil ard; wa laqad wassainal lazeena ootul Kitaaba min qablikum wa iyyaakum anit taqul laah; wa intakfuroo fa inna lillaahi maa fis samaawaati wa maa fil ard; wa kaanal laahu Ghaniyyan hameedaa(QS. an-Nisāʾ:131)
English / Sahih Translation:
And to Allah belongs whatever is in the heavens and whatever is on the earth. And We have instructed those who were given the Scripture before you and yourselves to fear Allah. But if you disbelieve – then to Allah belongs whatever is in the heavens and whatever is on the earth. And ever is Allah Free of need and Praiseworthy. (QS. An-Nisa, ayah 131)

To Allah belongs what is in the heavens and what is in the earth. We have ordered those who were given the Book before you, and (ordered) you yourselves to fear Allah. And assuredly We commanded those who were given the Book before you, and (We command) you (O Muslims) to act in piety and reverence for God, fearful of disobedience to Him (in all matters including especially observing your mutual rights). Yet if you disbelieve (and despite this admonishment act with ingratitude to Him, then bear in mind that) to God belongs whatever is in the heavens and whatever is on the earth: (if you believe in Him and thank Him, this adds nothing to Him, or if you disbelieve in Him and become ungrateful to Him, this does not diminish anything from Him. For) God is All-Wealthy and Self-Sufficient (absolutely independent of all His creatures), All-Praiseworthy (as your Lord, Who provides for you and all other beings and meets all your needs).

And We enjoined those who were given the Scripture before you and (We enjoin) you also to take Allâh as a shield and keep your duty to Him; but if you disobey, then (remember that) to Allâh belongs whatever is in the heavens and whatever is in the earth. And to God what (is) in the skies/space and what (is) in the earth/Planet Earth, and We had directed/commanded those who were given The Book from before you and you, that to fear and obey God, and if you disbelieve, so then to God what (is) in the skies/space and what (is) in the earth/Planet Earth, and God was/is rich, praiseworthy/commendable.

All that the heavens and the earth contain belongs to God. We have commanded those who were given the Scripture before you, and We command you to fear God. If you deny Him, know that all that the heavens and the earth contain belongs to God. God is self-sufficient and praiseworthy.

To God belongs everything in the heavens and everything on earth. We have instructed those who were given the Book before you, and you, to be conscious of God. But if you refuse—to God belongs everything in the heavens and everything on earth. God is in no need, Praiseworthy.
Tafsir jalalayn
To God belongs all that is in the heavens and in the earth. We have charged those who were given the Scripture, meaning the scriptures, before you, namely, the Jews and Christians, and you, O people of the Qur'n; `Fear God', fear His punishment, by being obedient to Him. And We said to them and to you; `If you disbelieve, in what you have been charged with, then to God belongs all that is in the heavens and in the earth', as creatures, possessions and servants, and He will not be harmed by your disbelief; God is ever Independent, of the need for His creation or their worship, Praised, praise-worthy for what He does with them.
Tafseer Ibn Kathir
The Necessity of Taqwa of Allah
Allah says;
وَللّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الَارْضِ
And to Allah belongs all that is in the heavens and all that is in the earth.
Allah states that He is the Owner of the heavens and earth and that He is the Supreme Authority over them.
Hence Allah's statement,
وَلَقَدْ وَصَّيْنَا الَّذِينَ أُوتُواْ الْكِتَابَ مِن قَبْلِكُمْ وَإِيَّاكُمْ
.
And verily, We have recommended to the People of the Scripture before you, and to you,
meaning, We have recommended to you what We recommended to the People of Scriptures;
أَنِ اتَّقُواْ اللّهَ
that you have Taqwa of Allah.
Taqwa of Allah, by worshipping Him Alone without partners.
Allah then said,
وَإِن تَكْفُرُواْ فَإِنَّ لِلّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الَارْضِ
But if you disbelieve, then unto Allah belongs all that is in the heavens and all that is in the earth.
In another Ayah, Allah said that Musa said to his people,
إِن تَكْفُرُواْ أَنتُمْ وَمَن فِى الاٌّرْضِ جَمِيعًا فَإِنَّ اللَّهَ لَغَنِىٌّ حَمِيدٌ
"If you disbelieve, you and all on the earth together, then verily, Allah is Rich (free of any need), Owner of all praise." (14;8)
Allah said,
فَكَفَرُواْ وَتَوَلَّواْ وَّاسْتَغْنَى اللَّهُ وَاللَّهُ غَنِىٌّ حَمِيدٌ
So they disbelieved and turned away. But Allah was not in need (of them). And Allah is Rich (free of any need), Worthy of all praise. (64;6)
وَكَانَ اللّهُ غَنِيًّا حَمِيدًا
and Allah is Ever Rich (free of any needs), Worthy of all praise.
meaning, He is far too Rich than to need His servants, and worthy of all praise in all His decisions and commandments.
The meaning of Allah's statement,
وَلِلّهِ مَا فِي السَّمَاوَاتِ وَمَا فِي الَارْضِ وَكَفَى بِاللّهِ وَكِيلً
