Al-Qur'an Surah At-Tawbah Verse 48
At-Tawbah [9]: 48 ~ English Qur'an Word By Word and Multi Tafseer
لَقَدِ ابْتَغَوُا الْفِتْنَةَ مِنْ قَبْلُ وَقَلَّبُوْا لَكَ الْاُمُوْرَ حَتّٰى جَاۤءَ الْحَقُّ وَظَهَرَ اَمْرُ اللّٰهِ وَهُمْ كٰرِهُوْنَ (التوبة : ٩)

Transliteration:
Laqadib taghawul fitnata min qablu wa qallaboo lakal umoora hattaa jaaa'al haqqu wa zahara amrul laahi wa hum kaarihoon(QS. at-Tawbah:48)
English / Sahih Translation:
They had already desired dissension before and had upset matters for you until the truth came and the ordinance [i.e., victory] of Allah appeared, while they were averse. (QS. At-Tawbah, ayah 48)

They sought mischief even earlier and tried to upset matters for you, until the Truth arrived and the will of Allah prevailed, though they disliked it.

They had already sought to spread discord before[[ For example, ’Abdullâh ibn Ubai ibn Salûl, a chief hypocrite, marched with the Prophet (ﷺ) for the Battle of Uḥud in the outskirts of Medina, then decided not to join the fight and returned to Medina with his followers who made up around one third of the Muslim army. ]] and devised every ˹possible˺ plot against you ˹O Prophet˺, until the truth came and Allah’s Will prevailed—much to their dismay.

Tafsir jalalayn
Indeed, they sought to stir up sedition, against you, already before, when you first came to Medina, and scrutinised your affairs, that is, they thought long and hard how to plot against you and invalidate your religion, until the truth, the [victorious] help, came, and God's command, His religion, prevailed, stood mighty, they still being averse, to it [His religion], entering it superficially.
Tafseer Ibn Kathir
Allah encourages His Prophet against hypocrites
Allah says;
لَقَدِ ابْتَغَوُاْ الْفِتْنَةَ مِن قَبْلُ وَقَلَّبُواْ لَكَ الاُمُورَ
Verily, they had plotted sedition before, and had upset matters for you,
`For a long time,'
Allah says, hypocrites thought and plotted against you and your Companions, as well as, failing and attempting to extinguish your religion.'
This occurred soon after the Prophet migrated to Al-Madinah, when pagan Arabs joined force and the Jews and hypocrites of Al-Madinah waged war against the Messenger. When Allah gave victory to the Prophet in Badr and raised high his word,
Abdullah bin Ubayy and his fellows said,
"This (Islam) is a matter that has prevailed."
They embraced Islam outwardly, and whenever Allah elevated Islam and its people in might, hypocrites increased in rage and disappointment,
حَتَّى جَاء الْحَقُّ وَظَهَرَ أَمْرُ اللّهِ وَهُمْ كَارِهُونَ
until the truth (victory) came and the decree of Allah became manifest though they hated it
