Al-Qur'an Surah At-Talaq Verse 2
At-Talaq [65]: 2 ~ English Qur'an Word By Word and Multi Tafseer
فَاِذَا بَلَغْنَ اَجَلَهُنَّ فَاَمْسِكُوْهُنَّ بِمَعْرُوْفٍ اَوْ فَارِقُوْهُنَّ بِمَعْرُوْفٍ وَّاَشْهِدُوْا ذَوَيْ عَدْلٍ مِّنْكُمْ وَاَقِيْمُوا الشَّهَادَةَ لِلّٰهِ ۗذٰلِكُمْ يُوْعَظُ بِهٖ مَنْ كَانَ يُؤْمِنُ بِاللّٰهِ وَالْيَوْمِ الْاٰخِرِ ەۗ وَمَنْ يَّتَّقِ اللّٰهَ يَجْعَلْ لَّهٗ مَخْرَجًا ۙ (الطلاق : ٦٥)

Transliteration:
Fa izaa balaghna ajalahunna fa amsikoohunna bima'roofin aw faariqoohunna bima'roofinw wa ashhidoo zawai 'adlim minkum wa aqeemush shahaadata lillaah; zaalikum yoo'azu bihee man kaana yu'minu billaahi wal yawmil aakhir; wa many yattaqil laaha yaj'al lahoo makhrajaa(QS. aṭ-Ṭalāq̈:2)
English / Sahih Translation:
And when they have [nearly] fulfilled their term, either retain them according to acceptable terms or part with them according to acceptable terms. And bring to witness two just men from among you and establish the testimony for [the acceptance of] Allah. That is instructed to whoever should believe in Allah and the Last Day. And whoever fears Allah – He will make for him a way out (QS. At-Talaq, ayah 2)

So, when they (the divorced women) have (almost) reached their term, then either retain them with fairness, or part with them with fairness. And make two just men from among you witnesses (of your either decision). And (O witnesses,) keep your testimony upright for the sake of Allah. That is what anyone who believes in Allah and the Last Day is exhorted to do. Whoever fears Allah, He brings forth a way out for him,

Then when they have ˹almost˺ reached the end of their waiting period, either retain them honourably or separate from them honourably.[[ A husband may separate from his wife after each of the first two counts of divorce or at the end of her waiting period with dignity. If he chooses to stay with her after the first two counts of divorce then divorces her a third time, the marriage is terminated at the end of her third waiting period. The wife will have to marry and divorce another man before she can be remarried to her ex-husband (see {2:230}). However, a woman marrying someone with the intention of getting divorced, in order to return to her first husband, is forbidden. ]] And call two of your reliable men to witness ˹either way˺—and ˹let the witnesses˺ bear true testimony for ˹the sake of˺ Allah. This is enjoined on whoever has faith in Allah and the Last Day. And whoever is mindful of Allah, He will make a way out for them,

When they have reached their appointed time, then either keep them lawfully or let them go honourably; but have two witnesses from among you, and give truthful evidence for (being acceptable to) God. This is to warn him who believes in God and the Last Day. God will furnish a way out for him who fears Him,

Then, when they have completed their term, either retain them honourably or separate from them honourably, and take the witness of two honest men from among yourselves, and bear witness for the sake of Allah. Whoever believes in Allah and the Last Day is advised to [comply with] this. Whoever is wary of Allah, He shall make for him a way out [of the adversities of the world and the Hereafter]

Then, when they reach the end of their waiting-term, either retain them in a fair manner and in observance of their rights, or (the waiting-period having ended) part with them in a fair manner and in observance of their rights. And (as the commended way, in either case) call upon two (Muslim) men of probity from among you as witnesses, and establish the testimony for God (with due consciousness of your responsibility to Him). Anyone who believes in God and the Last Day is exhorted to act so. Whoever keeps from disobedience to God in reverence for Him and piety, He enables a way out for him (of every difficulty),

And when they are about to reach their prescribed term (of `Iddat) either keep them (by revoking the divorce) in an honourable and fair manner or part with them in honourable and fair manner and two honest and just persons from among you witness (your decision). (Let the witnesses) bear true testimony for the sake of Allâh (regarding the situation that resulted in the pronouncement of divorce). Thus the person (who acts according to these guidelines and) who believes in Allâh and the Last Day is exhorted. And he who takes Allâh as (his) shield, He will always make a way out (of his ordeals) for him.
English Literal
So if they (F) reached (completed) their term/time, so hold/grasp them (F) with kindness/generosity or separate from them (F) with kindness/generosity , and call a witness (two owners) (B) of justice/equality from you, and keep up/take care of the testimony/certification to God, that is being preached/advised/warned with it who was believing with (in) God, and the Day the Last/Resurrection Day; and who fears and obeys God, He makes/puts for him a way out/exit.

And those of your women who despair of menstruation, if you have a doubt, their prescribed time is three months, and of those, too, who have not had their courses. And the pregnant women, their prescribed time is that they lay down their burden. And whoever keeps his duty to Allah, He makes his affair easy for him.

And when their waiting term is ended, either keep them honourably or part with them in honour. Call to witness two reliable men from among you and bear true witness for God. This is an admonishment for those who believe in God and the Last Day. To one who fears God, He will grant a way out [of his difficulties],

By that is exhorted whoever believes in God and the Last Day. And whoever fears God—He will make a way out for him.
Tafsir jalalayn
Then, when they have reached their term, [when] they are near the end of their prescribed period, retain them, by taking them back, honourably, without coercion, or separate from them honourably, leave them to conclude their waiting period and do not compel them to go back [to you]. And call to witness two just men from among yourselves, [to witness] the retraction or the separation, and bear witness for the sake of God, and not [merely] for the sake of what is being witnessed or for the sake of the man. By this is exhorted whoever believes in God and the Last Day. And whoever fears God, He will make a way out for him, from the distress of this world and the Hereafter;
Tafseer Ibn Kathir
Ordaining Kindness towards Divorced Women
Allah the Exalted says,
فَإِذَا بَلَغْنَ أَجَلَهُنَّ فَأَمْسِكُوهُنَّ بِمَعْرُوفٍ أَوْ فَارِقُوهُنَّ بِمَعْرُوفٍ
Then when they are about to attain their term appointed, either take them back in a good manner or part with them in a good manner.
Allah the Exalted says that when the woman who is in her `Iddah nears the end of the `Iddah term, the husband must decide to reconcile with her, thus keeping their marriage together,
بِمَعْرُوفٍ
(in a good manner) while being kind to her in their companionship. Otherwise, he must decide to divorce her on good terms, without abusing, cursing, or admonishing her. To the contrary, he should divorce her on good terms, observing kindness and good manners.
The Command to have Witnesses for the Return
Allah said,
وَأَشْهِدُوا ذَوَيْ عَدْلٍ مِّنكُمْ
وَأَقِيمُوا الشَّهَادَةَ لِلَّهِ
And take as witness two just persons from among you.
And establish the testimony for Allah.
meaning when taking her back, if this is your decision.
Abu Dawud and Ibn Majah recorded that Imran bin Husayn was asked about a man who divorced his wife and then had sexual intercourse with her, without notifying witnesses of when he divorced her and when he took her back. Imran said,
"His divorce and taking her back was in contradiction to the Sunnah. Incorporate the presence of witnesses for divorcing her and taking her back, and do not repeat your conduct."
Ibn Jurayj said that `Ata' commented on the Ayah,
وَأَشْهِدُوا ذَوَيْ عَدْلٍ مِّنكُمْ
(And take as witness two just persons from among you).
"It is not permissible to marry, divorce or take back the divorced wife except with two just witnesses, just as Allah the Exalted has said, except when there is a valid excuse."
Allah's statement,
ذَلِكُمْ يُوعَظُ بِهِ مَن كَانَ يُوْمِنُ بِاللَّهِ وَالْيَوْمِ الاْخِرِ
That will be an admonition given to him who believes in Allah and the Last Day.
means, `this, Our command to you to have witnesses in such cases and to establish the witness, is implemented by those who believe in Allah and the Last Day.'
This legislation is meant to benefit those who fear Allah's punishment in the Hereafter.
Allah provides, suffices, and makes a Way out of Every Hardship for Those Who have Taqwa
Allah said,
وَمَن يَتَّقِ اللَّهَ يَجْعَل لَّهُ مَخْرَجًا
