Say: "To whom belongs all that is in the heavens and on the earth?", and say: "To God." He has bound Himself to mercy (so that, despite the errors and false beliefs of His servants, He sustains all that is in the heavens and the earth by His Mercy. He does not leave anybody to their own devices and, as a requirement of His Mercy) He will assuredly gather you together on the Day of Resurrection, about (the coming of) which there is no doubt: yet those who ruin their own selves (by misusing and corrupting their primordial nature, sound reasoning and the capacity to believe, which are their capital share in God’s Mercy) – they do not believe.
Amatul Rahman Omar
Ask (them), `To whom belongs all that lies in the heavens and in the earth?´ Then (since they will not be able to answer), say, `(It belongs) to Allâh.´ He has taken upon Himself (the rule of) mercy (so He does not take the sinners to task immediately). He will continue to assemble you together till the Day of Resurrection. There is no doubt in it. Yet those who have lost their souls will not believe.
English Literal
Say: "To whom, what (is) in the skies/space and the earth/Planet Earth?" Say: "To God, He decreed on Himself the mercy, He will gather/collect you to the Resurrection Day, no doubt/suspicion in it, those who lost themselves, so they are not believing."

Say; `To whom belongs what is in the heavens and in the earth?' Say; `To God, for even if they do not say this, there is no other response. He has prescribed, He has decreed, for Himself mercy, as a bounty from Him -- this is a gentle summoning of them to the faith. He will surely gather you together on the Day of Resurrection of which there is no doubt, no uncertainty, in order to requite you for your deeds. Those who have forfeited their own souls (this is the subject) -- by exposing them to the chastisement -- they do not believe (this is the predicate).
Tafseer Ibn Kathir
Allah is the Creator and the Sustainer
Allah says;
Say;"To whom belongs all that is in the heavens and the earth!"
Say;"To Allah."
He has prescribed mercy for Himself.
Allah states that He is the King and Owner of the heavens and earth and all of what is in them, and that He has written mercy on His Most Honorable Self.
It is recorded in the Two Sahihs, that Abu Hurayrah said that the Prophet said,
When Allah created the creation, He wrote in a Book that He has with Him above the Throne; `My mercy overcomes My anger.'
Allah said;
Indeed He will gather you together on the Day of Resurrection, about which there is no doubt.
swearing by His Most Honored Self that He will gather His servants,
(For appointed meeting of a known Day), (56;50), the Day of Resurrection that will certainly occur, and there is no doubt for His believing servants in this fact. As for those who deny and refuse, they are in confusion and disarray.
Allah's statement,
Those who destroy themselves,
on the Day of Resurrection,
will not believe.
in the Return and thus do not fear the repercussions of that Day.
