Al-Fath [48]: 11 ~ English Qur'an Word By Word and Multi Tafseer
سَيَقُوْلُ لَكَ الْمُخَلَّفُوْنَ مِنَ الْاَعْرَابِ شَغَلَتْنَآ اَمْوَالُنَا وَاَهْلُوْنَا فَاسْتَغْفِرْ لَنَا ۚيَقُوْلُوْنَ بِاَلْسِنَتِهِمْ مَّا لَيْسَ فِيْ قُلُوْبِهِمْۗ قُلْ فَمَنْ يَّمْلِكُ لَكُمْ مِّنَ اللّٰهِ شَيْـًٔا اِنْ اَرَادَ بِكُمْ ضَرًّا اَوْ اَرَادَ بِكُمْ نَفْعًا ۗبَلْ كَانَ اللّٰهُ بِمَا تَعْمَلُوْنَ خَبِيْرًا (الفتح : ٤٨)

Transliteration:
Sa yaqoolu lakal mukhal lafoona minal-A'raabi shaighalatnaaa amwaalunaa wa ahloonaa fastaghfir lanaa; yaqooloona bi alsinatihim maa laisa fee quloobihim; qul famany yamliku lakum minal laahi shai'an in araada bikum darran aw araada bikum naf'aa; bal kaanal laahu bimaa ta'maloona Khabeeraa(QS. al-Fatḥ:11)
English / Sahih Translation:
Those who remained behind of the bedouins will say to you, "Our properties and our families occupied us, so ask forgiveness for us." They say with their tongues what is not within their hearts. Say, "Then who could prevent Allah at all if He intended for you harm or intended for you benefit? Rather, ever is Allah, of what you do, Aware. (QS. Al-Fath, ayah 11)

Those of the Bedouins who remained behind will say to you, “Our possessions and our families kept us busy, (hence we could not accompany you in your journey to Hudaibiyah). So, pray to Allah for our forgiveness.” They say with their tongues what is not in their hearts.Say, “Then, who has power to help you in any thing against Allah, if He intends to do you harm, or intends to do you good? Rather, Allah is fully aware of what you do.

But Allah is well acquainted with all that ye do.

(O Prophet), the bedouins who were left behind say to you: “We were occupied with our goods and families. So ask forgiveness for us.” They say with their tongues what is not in their hearts. Say to them: “Who can be of any avail to you against Allah if He should intend to cause you any harm or confer upon you any benefit?” Allah is well aware of all that you do.

The Arabs of the desert who had stayed behind will now say to you: "We were occupied with our flocks and herds and families, so ask forgiveness for us. They say with their tongues what is not in their hearts. Tell them: "Who can prevail with God for you if He wish you harm or benefit? Surely God is well aware of what you do.

The ignorant ones who had stayed behind will now say to you, “Our wealth and our families prevented us from going by keeping us pre-occupied, therefore seek forgiveness for us”; they utter with their tongues what is not in their hearts; say, “So does anyone have any control over you against Allah, if He wills to harm you or provide you benefit? In fact Allah is Aware of what you do.”

The Bedouins who had stayed back [from joining the Prophet in his ‘umrah journey to Makkah] will tell you, ‘Our possessions and families kept us occupied. So plead [to Allah] for our forgiveness!’ They will say with their tongues what is not in their hearts. Say, ‘Whether He desires to cause you harm or desires to bring you benefit, who can be of any avail to you against Allah[’s will]? Indeed Allah is well aware of what you do.’

Those of the Bedouins (dwellers of the desert) who (did not respond to your call to participate in the Minor Pilgrimage Campaign and) stayed behind will say to you (by way of excuse): "Our possessions and families kept us busy, so ask God for our forgiveness." They speak with their tongues that which is not in their hearts. Say (to them): "Who is there that can intervene on your behalf with God if He wills harm for you or if He wills a benefit for you? (Whatever excuse you offer, bear in mind that) God is fully aware of all that you do."

Those of the desert Arabs (who contrived to be) left behind will say to you (by way of apology), `We were occupied in looking after our belongings and families, so ask for protection for us (from God).´ They say with their tongues that which is not in their hearts. Say, `Who has any power to help you against (the decree of) Allâh if He intends to do you some harm? Or (who can avert His grace) if He intends to do you some good. Indeed, Allâh is Well Aware of all that you do (and He will treat you accordingly).
English Literal
The remaining behind from the Arabs will say to you: "Our properties/wealths and our families/relations preoccupied/distracted us , so ask for forgiveness for us." They say with their tongues what (is) not in their hearts/minds , say: "So who owns/possesses for you from God a thing, if He willed/wanted/intended harm with (for) you, or He willed/wanted/intended with (for) you benefit/usefulness? But God was/is with what you make/do an expert/experienced."

The Desert-Arabs who remained behind will say to you, “Our belongings and our families have preoccupied us, so ask forgiveness for us.” They say with their tongues what is not in their hearts. Say, “Who can avail you anything against God, if He desires loss for you, or desires gain for you?” In fact, God is Informed of what you do.
Tafsir jalalayn
Those of the Bedouins who were left behind, around Medina -- that is to say, those whom God made to stay behind and not to accompany you when you had asked them to set out with you for Mecca, fearing that Quraysh would attack you upon your return, in the year of al-Hudaybiyya -- will say to you, `Our possessions and our families kept us occupied, [preventing us] from going forth with you. So ask forgiveness for us!', of God, for our failure to go forth with you. God, exalted be He, exposes their mendacity by saying; They say with their tongues, that is to say, in asking forgiveness, and in the preceding statement [of theirs], what is not in their hearts, and so they are lying in the excuse which they give. Say; `Who can (an interrogative meant [rhetorically] as a negation, that is to say, `none [can]') avail you anything against God should He desire to cause you harm (read darran or durran) or desire to bring you benefit? Nay, but God is ever Aware of what you do, in other words, He is ever possessed of such an attribute.
Tafseer Ibn Kathir
The Fabricated Excuse offered by Those Who lagged behind and did not participate in Al-Hلudaybiyyah; Allah's Warning for Them
Allah informs to His Messenger,
سَيَقُولُ لَكَ الْمُخَلَّفُونَ مِنَ الاَْعْرَابِ شَغَلَتْنَا أَمْوَالُنَا وَأَهْلُونَا فَاسْتَغْفِرْ لَنَا
Those of the Bedouins who lagged behind will say to you;
"Our possessions and our families occupied us, so ask forgiveness for us."
Allah informs His Messenger of the excuses that the Bedouins who lagged behind would offer him, those Bedouins who preferred to remain in their homes and possessions and did not join the Messenger of Allah.
They offered an excuse for lagging behind, as that of being busy -- in their homes and with their wealth! They asked the Messenger of Allah to invoke Allah to forgive them, not because they had faith in the Prophet and his invocation, but to show off and pretend.
This is why Allah the Exalted said about them,
يَقُولُونَ بِأَلْسِنَتِهِم مَّا لَيْسَ فِي قُلُوبِهِمْ
قُلْ فَمَن يَمْلِكُ لَكُم مِّنَ اللَّهِ شَيْيًا إِنْ أَرَادَ بِكُمْ ضَرًّا أَوْ أَرَادَ بِكُمْ نَفْعًا
They say with their tongues what is not in their hearts.
Say;"Who then has any power at all (to intervene) on your behalf with Allah, if He intends you hurt or intends you benefit?"
Allah says, none can resist what Allah has decided in your case, all praise and honor belong to Him. Allah is the Knower of your secrets and what your hearts conceal, even if you pretend and choose to be hypocritical with us.
This is why Allah the Exalted said,
بَلْ كَانَ اللَّهُ بِمَا تَعْمَلُونَ خَبِيرًا
Nay, but Allah is Ever All-Aware of what you do.
then He said
