Al-Qur'an Surah Al-Jathiyah Verse 8
Al-Jathiyah [45]: 8 ~ English Qur'an Word By Word and Multi Tafseer
يَّسْمَعُ اٰيٰتِ اللّٰهِ تُتْلٰى عَلَيْهِ ثُمَّ يُصِرُّ مُسْتَكْبِرًا كَاَنْ لَّمْ يَسْمَعْهَاۚ فَبَشِّرْهُ بِعَذَابٍ اَلِيْمٍ (الجاثية : ٤٥)

Transliteration:
Yasma'u Aayaatil laahi tutlaa 'alaihi summa yusirru mustakbiran ka-al lam yasma'haa fabashshirhu bi'azaabin aleem(QS. al-Jāthiyah:8)
English / Sahih Translation:
Who hears the verses of Allah recited to him, then persists arrogantly as if he had not heard them. So give him tidings of a painful punishment. (QS. Al-Jathiyah, ayah 8)

He hears/listens (to) God`s evidences/verses being read/recited on (to) him, then he persists/insists arrogantly as though he did not hear/listen (to) it, so announce good news to him with a painful torture.

who hears the signs of God, the Qur'n, being recited to him, then persists, in his disbelief, arrogantly, disdainful of faith, as if he had not heard them. So give him tidings of a painful chastisement.
Tafseer Ibn Kathir
يَسْمَعُ ايَاتِ اللَّهِ تُتْلَى عَلَيْهِ
Who hears the Ayat of Allah Tutla (recited) to him,
meaning, being recited to him,
ثُمَّ يُصِرُّ مُسْتَكْبِرًا
yet persists with pride,
i.e. in his disbelief, denial, pride and rebellion,
كَأَن لَّمْ يَسْمَعْهَا
as if he heard them not.
i.e. as if he did not hear them being recited to him,
فَبَشِّرْهُ بِعَذَابٍ أَلِيمٍ
So announce to him a painful torment!
i.e. convey the news to him that on the Day of Resurrection, he will have a painful, severe torment from Allah.
