This is a denunciation of them in the strongest terms, as He goes on to say;

وَإِذَا بُشِّرَ أَحَدُهُم بِمَا ضَرَبَ لِلرَّحْمَنِ مَثَلًإ ظَلَّ وَجْهُهُ مُسْوَدًّا وَهُوَ كَظِيمٌ
