Al-Qur'an Surah Ash-Shuraa Verse 21
Ash-Shuraa [42]: 21 ~ English Qur'an Word By Word and Multi Tafseer
اَمْ لَهُمْ شُرَكٰۤؤُا شَرَعُوْا لَهُمْ مِّنَ الدِّيْنِ مَا لَمْ يَأْذَنْۢ بِهِ اللّٰهُ ۗوَلَوْلَا كَلِمَةُ الْفَصْلِ لَقُضِيَ بَيْنَهُمْ ۗوَاِنَّ الظّٰلِمِيْنَ لَهُمْ عَذَابٌ اَلِيْمٌ (الشورى : ٤٢)

- surely, it (would have) been judged
- baynahum
- بَيْنَهُمْۗ
- between them
- wa-inna
- وَإِنَّ
- And indeed
- l-ẓālimīna
- ٱلظَّٰلِمِينَ
- the wrongdoers
- lahum
- لَهُمْ
- for them
- ʿadhābun
- عَذَابٌ
- (is a) punishment
- alīmun
- أَلِيمٌ
- painful
Transliteration:
Am lahum shurakaaa'u shara'oo lahum minad deeni maa lam yaazam bihil laah; wa law laa kalimatul fasli laqudiya bainahum; wa innaz zaalimeena lahum 'azaabun aleem(QS. aš-Šūrā:21)
English / Sahih Translation:
Or have they partners [i.e., other deities] who have ordained for them a religion to which Allah has not consented? But if not for the decisive word, it would have been concluded between them. And indeed, the wrongdoers will have a painful punishment. (QS. Ash-Shuraa, ayah 21)

Is it that they have associate-gods who have prescribed for them a religion that is not sanctioned by Allah? Had it not been for a decisive word, the matter would have been decided between them (here in this world). And of course, for the wrongdoers there is a painful punishment (in the Hereafter).

Or do they have associate-gods who have ordained for them some ˹polytheistic˺ beliefs, which Allah has not authorized? Had it not been for ˹prior˺ decree on Judgment, the matter would have certainly been settled between them ˹at once˺. And surely the wrongdoers will suffer a painful punishment.

Do they have any associates (of Allah) who have laid down for them a way pertaining to faith which Allah did not sanction? But for the fact that a decree had already been made, the matter between them would have been decided once and for all. Surely a grievous chastisement awaits the wrong-doers.

Have they other associates who have prescribed another law for them which has not been dispensed by God? But for the decisive Word (of God) a sentence would have been passed amongst them. Surely there is a grievous punishment for the ungodly.

Had it not been for a decree (already issued by God, postponing the final, decisive judgment) between people, it would indeed have been judged between them. Surely for the wrongdoers there is a painful punishment.

Do these (disbelievers) have such associate partners (with Allâh) who have decreed a law which is contrary to (the law) Allâh has sanctioned? Had We not given (Our) verdict (about the respited time) of (the final) judgment, the orders (of destruction) would have long been passed between them. Indeed, there awaits the wrongdoers a woeful punishment.
English Literal
Or for them (are) partners (with God who) explained/showed to them from the religion what God did not permit/allow with it? Where it not for the judgment`s/decision`s word/expression , (it) would have been judged/executed between them, and that truly the unjust/oppressive, for them (is) a painful torture.

Or do they have associate deities who have appointed for them a religion, which Allah has not permitted? And were it not for a Word that had already been decided, the judgement would have been passed between them here itself; and indeed for the unjust is a painful punishment.

Tafsir jalalayn
Or have they, the Meccan disbelievers, associates -- these being their devils -- who have prescribed for them, for the disbelievers, a religion, a corrupt [religion], which God has not given permission for?, such as idolatry and denial of resurrection? And were it not for a [prior] decisive word, in other words, a prior decree to the effect that requital will take place on the Day of Resurrection, it would have been judged between them, and the believers, by chastising the former in this world. Truly the wrongdoers, the disbelievers, will have a painful chastisement.
Tafseer Ibn Kathir
أَمْ لَهُمْ شُرَكَاء شَرَعُوا لَهُم مِّنَ الدِّينِ مَا لَمْ يَأْذَن بِهِ اللَّهُ
Or have they partners with Allah who have instituted for them a religion which Allah has not ordained?
means, they do not follow what Allah has ordained for you of upright religion; on the contrary, they follow what their devils (Shayatin), of men and Jinn, have prescribed for them. They instituted taboos, such as the Bahirah, Sa'ibah, Wasilah or Ham. They also permitted eating flesh and blood of animals not slaughtered for consumption, gambling and other kinds of misguidance, ignorance and falsehood. These are things that they invented during Jahiliyyah, when they came up with all kinds of false rulings on what was permitted and what was forbidden, and false rites of worship and other corrupt ideas.
It was recorded in the Sahih that the Messenger of Allah said;
رَأَيْتُ عَمْرَو بْنَ لُحَيِّ بْنِ قَمَعَةَ يَجُرُّ قُصْبَهُ فِي النَّار
I saw `Amr bin Luhayy bin Qama`ah dragging his intestines in Hell -- (because he had been the first one to introduce the idea of the Sa'ibah).
This man was one of the kings of the Khuza`ah tribe, and he was the first one to do these things. He was the one who had made the Quraysh worship idols, may the curse of Allah be upon him.
Allah said;
وَلَوْلَا كَلِمَةُ الْفَصْلِ لَقُضِيَ بَيْنَهُمْ
And had it not been for a decisive Word, the matter would have been judged between them.
means, the punishment would have been hastened for them, were it not for the fact that it had already been decreed that it would be delayed until the Day of Resurrection.
وَإِنَّ الظَّالِمِينَ لَهُمْ عَذَابٌ أَلِيمٌ
And verily, for the wrongdoers there is a painful torment.
i.e., an agonizing torment in Hell, what a terrible destination.
The Terror of the Idolators in the Place of Gathering
Allah says;
