Al-Qur'an Surah Ash-Shuraa Verse 12
Ash-Shuraa [42]: 12 ~ English Qur'an Word By Word and Multi Tafseer
لَهٗ مَقَالِيْدُ السَّمٰوٰتِ وَالْاَرْضِۚ يَبْسُطُ الرِّزْقَ لِمَنْ يَّشَاۤءُ وَيَقْدِرُ ۚاِنَّهٗ بِكُلِّ شَيْءٍ عَلِيْمٌ (الشورى : ٤٢)

Transliteration:
Lahoo maqaaleedus samaawaati wal ardi yabsutur rizqa limany yashaaa'u wa yaqdir; innahoo bikulli shai'unw wa Huwas Samee'ul Baseer(QS. aš-Šūrā:12)
English / Sahih Translation:
To Him belong the keys of the heavens and the earth. He extends provision for whom He wills and restricts [it]. Indeed He is, of all things, Knowing. (QS. Ash-Shuraa, ayah 12)

To Him belong the keys of the heavens and the earth. He extends provision for whomsoever He wills, and straitens (it for whomsoever He wills). Surely He is All-Knowing in respect of every thing.

The things encircling the heavens and the earth belong to Him. He multiplies the means of livelihood for such of them as He will, and makes them scant (for such of them as He will). He has indeed full-knowledge of each and everything.
English Literal
For Him (are) the skies`/space`s keys/safes (management and control), He spreads/extends the provision to whom He wills/wants, and He is capable/able , that He truly (is) with every thing knowledgeable.

To Him belongs absolute control of the heavens and the earth. He spreads the bounties to whomever He wills, or reduces it. He is aware of all things.
Tafsir jalalayn
To Him belong the keys of the heavens and the earth, the keys to their storehouses of rain and vegetation and other things. He extends provision, He makes it abundant, for whomever He will, as a test [of their gratitude], and He restricts [it], He straitens it for whomever He will, as a trial. Truly He has knowledge of all things.
Tafseer Ibn Kathir
لَهُ مَقَالِيدُ السَّمَاوَاتِ وَالاَْرْضِ
To Him belong the keys of the heavens and the earth.
We have already discussed the interpretation of this phrase in Surah Az-Zumar (39;63), the conclusion of which is that He is the One Who is controlling and governing them.
يَبْسُطُ الرِّزْقَ لِمَن يَشَاء وَيَقْدِرُ
He expands provision for whom He wills, and straitens.
means, He gives plentiful provision to whomsoever He wills and He reduces it for whomsoever He wills, and He is perfectly Wise and Just.
إِنَّهُ بِكُلِّ شَيْءٍ عَلِيمٌ
Verily, He is the All-Knower of everything.
