Al-Qur'an Surah Fatir Verse 43

because of their showing arrogance in the land and plotting of evil. And the evil plot engulfs none but its own people (who make it). So, they are looking for nothing but the (divine) practice with the earlier people. So you will never find in Allah’s practice any change, and you will never find in Allah’s practice any diversion.

They began to wax even more proud on earth and contrived evil designs although the contriving of evil designs only overtakes their authors. Are they waiting, then, for anything except what happened to the nations before them? Arrogance in the earth/Planet Earth, and the bad`s/evil`s/harm`s deceit/scheme , does not surround/ afflict except with its people , so do they wait (for) the first`s/beginner`s manner/law ? So you will never/not find for God`s law/manner (an) exchange/replacement , and you will never/not find for God`s law/manner a change/movement .

Tafsir jalalayn

acting with disdain in the land, against faith (istikbran f'l-ardi, an object denoting reason) and devising, acts of, evil, in the way of idolatry and otherwise; and evil schemes will beset, surround, only their authors, namely, the one who devises [such evil] (the qualifying of makr, `scheme', with the noun al-sayyi', `evil', is intrinsic [to the fact that it is a scheme], and so the annexation of the former to the latter is said to be alternative usage in which the annexed term is implied, as a precaution against annexing a noun to an adjective). So do they expect, do they await, anything but the precedent of the ancients?, God's way [of dealing] with them, such as chastising them for their denial of the messengers? Yet you will never find any change in God's precedent, and you will never find any revision in God's precedent, that is to say, chastisement is never replaced by anything else, nor is it ever meted out other than to the one who deserves it.

Tafseer Ibn Kathir

اسْتِكْبَارًا فِي الاَْرْضِ

(They took to flight because of their) arrogance in the land,

means, they were too arrogant to follow the signs of Allah.

وَمَكْرَ السَّيِّيِ

and their plotting of evil.

means, they plotted to prevent people from following the path of Allah.

وَلَا يَحِيقُ الْمَكْرُ السَّيِّيُ إِلاَّ بِأَهْلِهِ

But the evil plot encompasses only him who makes it.

means, the evil consequences of that will come back upon them and not on others.

فَهَلْ يَنظُرُونَ إِلاَّ سُنَّتَ الاَْوَّلِينَ

Then, can they expect anything (else) but the Sunnah (way of dealing) of the peoples of old,

meaning, the punishment of Allah for disbelieving in His Messengers and going against His command.

فَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَبْدِيلً

and no turning off will you find in Allah's Sunnah.

means, it does not change or alter, and this is what happens to every disbeliever.

وَلَن تَجِدَ لِسُنَّتِ اللَّهِ تَحْوِيلً



and no turning off will you find in Allah's Sunnah.

means,

وَإِذَا أَرَادَ اللَّهُ بِقَوْمٍ سُوءًا فَلَ مَرَدَّ لَهُ

But when Allah wills a people's punishment, there can be no turning back of it. (13;11)

This means, no one can remove that from them or ward it off from them.
