Al-Qur'an Surah An-Nur Verse 13
An-Nur [24]: 13 ~ English Qur'an Word By Word and Multi Tafseer
لَوْلَا جَاۤءُوْ عَلَيْهِ بِاَرْبَعَةِ شُهَدَاۤءَۚ فَاِذْ لَمْ يَأْتُوْا بِالشُّهَدَاۤءِ فَاُولٰۤىِٕكَ عِنْدَ اللّٰهِ هُمُ الْكٰذِبُوْنَ (النور : ٢٤)

- بِٱلشُّهَدَآءِ

- fa-ulāika
- فَأُو۟لَٰٓئِكَ

- ٱللَّهِ

- هُمُ

- l-kādhibūna
- ٱلْكَٰذِبُونَ
- (are) the liars
Transliteration:
Law laa jaaa'oo 'alaihi bi-arba'ati shuhadaaa'; fa iz lam yaatoo bishshuhadaaa'i fa ulaaa 'ika 'indal laahi humul kaaziboon(QS. an-Nūr:13)
English / Sahih Translation:
Why did they [who slandered] not produce for it four witnesses? And when they do not produce the witnesses, then it is they, in the sight of Allah, who are the liars. (QS. An-Nur, ayah 13)

Why did they (the accusers) not bring four witnesses to prove this? So, as they did not bring the witnesses, they are the liars in the sight of Allah.

English Literal
Unless they come on it with four witnesses/testifiers, so if they do not come with witnesses/testifiers, so those are at God they are the liars/deniers/falsifiers.

Why did they, that is, this band [of accusers], not produce four witnesses to it?, who had witnessed it. And since they did not produce the witnesses, those, in God's sight, in His judgement, they are liars, in this [matter].
Tafseer Ibn Kathir
لَوْلَا جَاوُوا عَلَيْهِ بِأَرْبَعَةِ شُهَدَاء
Why did they not produce four witnesses against him!
meaning, to prove that what they were saying was true.
فَإِذْ لَمْ يَأْتُوا بِالشُّهَدَاء فَأُوْلَيِكَ عِندَ اللَّهِ هُمُ الْكَاذِبُونَ
Since they have not produced witnesses! Then with Allah they are the liars.
Allah has ruled that they are indeed wicked liars
