Al-Qur'an Surah Al-Anbya Verse 95
Al-Anbya [21]: 95 ~ English Qur'an Word By Word and Multi Tafseer
وَحَرَامٌ عَلٰى قَرْيَةٍ اَهْلَكْنٰهَآ اَنَّهُمْ لَا يَرْجِعُوْنَ (الأنبياء : ٢١)
- waḥarāmun
- وَحَرَٰمٌ
- And (there is) prohibition
- ʿalā
- عَلَىٰ
- upon
- qaryatin
- قَرْيَةٍ
- a city
- ahlaknāhā
- أَهْلَكْنَٰهَآ
- which We have destroyed
- annahum
- أَنَّهُمْ
- that they
- lā
- لَا
- not
- yarjiʿūna
- يَرْجِعُونَ
- will return
Transliteration:
Wa haraamun 'alaa qaryatin ahlaknaahaaa annahum laa yarji'oon(QS. al-ʾAnbiyāʾ:95)
English / Sahih Translation:
And it is prohibited to [the people of] a city which We have destroyed that they will [ever] return (QS. Al-Anbya, ayah 95)

It is forbidden for any town, meaning [it is forbidden for] its people, which We have destroyed that they should (l yarji`na; the l is extra) return, that is, their return to this world is prohibited.
Tafseer Ibn Kathir
Those who have been destroyed, will never return to this World
Allah tells;
وَحَرَامٌ عَلَى قَرْيَةٍ أَهْلَكْنَاهَا أَنَّهُمْ لَا يَرْجِعُونَ
And a ban is laid on every town which We have destroyed that they shall not return.
وَحَرَامٌ عَلَى قَرْيَةٍ
And a ban is laid on every town.
Ibn Abbas said,
"it is enforced", i.e., it has been decreed that the people of each township that has been destroyed will never return to this world before the Day of Resurrection, as is reported clearly (through other narrations) from Ibn Abbas, Abu Ja`far Al-Baqir, Qatadah and others.
