Al-Qur'an Surah Hud Verse 110
Hud [11]: 110 ~ English Qur'an Word By Word and Multi Tafseer
وَلَقَدْ اٰتَيْنَا مُوْسَى الْكِتٰبَ فَاخْتُلِفَ فِيْهِ ۗوَلَوْلَا كَلِمَةٌ سَبَقَتْ مِنْ رَّبِّكَ لَقُضِيَ بَيْنَهُمْ ۚوَاِنَّهُمْ لَفِيْ شَكٍّ مِّنْهُ مُرِيْبٍ (هود : ١١)

Transliteration:
Wa laqad aatainaa Moosal Kitaaba fakhtulifa feeh; wa law laa Kalimatun sabaqat mir Rabbika laqudiya bainahum; wa innahum lafee shakkim minhu mureeb(QS. Hūd:110)
English / Sahih Translation:
And We had certainly given Moses the Scripture, but it came under disagreement. And if not for a word that preceded from your Lord, it would have been judged between them. And indeed they are, concerning it [i.e., the Quran], in disquieting doubt. (QS. Hud, ayah 110)

And We gave Mūsā the Book, then it was disputed about. But for a word from your Lord that had already come to pass, the matter would have been decided between them. Surely, they are in confounding doubt about it.

Verily We gave to Moses the Book, but there was disagreement about it. Had the decree of your Lord (delaying it) not been issued the matter would have been settled between them. They are still suspicious of it and in doubt.

And, indeed, We granted Moses the Book, and discord arose about it, (just as your people, O Messenger, differ concerning the Book We are revealing to you. So do not be grieved). Had it not been for a decree already issued by your Lord (postponing the final, decisive judgment until an appointed term), it would indeed have been judged between them. They (your people) are surely in serious doubt, truly uncertain, concerning it (the Qur’an).

And We gave Moses the Book, but differences arose about it and had it not been for a word (- promise of mercy) that had gone forth from your Lord the issue between them (- the believers and the disbelievers) must have been decided (long before) and (now) they (- the disbelievers) are in a disquieting doubt about it (- the Qur´ân).
English Literal
And We had given/brought Moses The Book , so it was differed/disputed in it, and were it not for a word/expression (that) preceded from your Lord, (it) would have ended/accomplished (settled) (E) between them, and that they are in (E) doubtful/suspicious doubt/suspicion from it.

Tafsir jalalayn
And We verily gave Moses the Scripture, the Torah, but differences arose concerning it, some believing, others denying, just as [is the case] with the Qur'n; and were it not for a word that went forth from your Lord, to defer the reckoning and the requital for creatures to the Day of Resurrection, the case would have been decided between them, in this world, regarding that over which they differed; and truly they, that is, those who deny it, are in grave doubt concerning it, [doubt] creating [great] uncertainty.
Tafseer Ibn Kathir
وَلَقَدْ اتَيْنَا مُوسَى الْكِتَابَ فَاخْتُلِفَ فِيهِ
Indeed, We gave the Book to Musa, but differences arose therein,
Allah mentions that He gave Musa the Book, but the people differed concerning it. Some believed in it and some disbelieved in it. Therefore, you, Muhammad, have an example in the Prophets who came before you. So do not grieve or be upset by their denial of you.
وَلَوْلَا كَلِمَةٌ سَبَقَتْ مِن رَّبِّكَ لَقُضِيَ بَيْنَهُمْ
and had it not been for a Word (Kalimah) that had gone forth before from your Lord, the case would have been judged between them,
Ibn Jarir said,
"If it were not that the punishment had already been delayed until an appointed time, then Allah would have decided the matter between you now.
The word Kalimah carries the meaning that Allah will not punish anyone until the proof has been established against him and a Messenger has been sent to him."
This is similar to Allah's statement,
وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولاً
And We never punish until We have sent a Messenger (to give warning). (17;15)
For verily, Allah says in other verse,
وَلَوْلَا كَلِمَةٌ سَبَقَتْ مِن رَّبِّكَ لَكَانَ لِزَاماً وَأَجَلٌ مُّسَمًّى
فَاصْبِرْ عَلَى مَا يَقُولُونَ
And had it not been for a Word that went forth before from your Lord, and a term determined, (their punishment) must necessarily have come (in this world). So bear patiently what they say. (20;129-130)
وَإِنَّهُمْ لَفِي شَكٍّ مِّنْهُ مُرِيبٍ
and indeed they are in grave doubt concerning it (this Qur'an).
Then, Allah informs that He will gather the early generations and the later generations from all of the nations. He will then reward them based upon their deeds. If they did good deeds, their reward will be good, and if they did evil deeds, their reward will be bad.
Allah says,
وَإِنَّ كُـلًّ لَّمَّا لَيُوَفِّيَنَّهُمْ رَبُّكَ أَعْمَالَهُمْ
إِنَّهُ بِمَا يَعْمَلُونَ خَبِيرٌ
